Is this school or Private Condo?

Look at this picture.  Did you see Zig Zag balcony?  Does it look like a private condo balcony?  I bet yes unfortunate this is not.  This is the balcony of a primary school being upgraded for additional classroom as well as indoor activities area.  Not too sure if provide any purpose but it is going to be a problem particularly during raining days.  The balcony will collect water, causing slippery floor that is dangerous for school kids.  I am not too sure if the architect think about practicality or just to be different.
